Report: Guidelines on Energy Savings Insurance (ESI) Development in Indonesia

Indonesia is actively exploring innovative solutions to enhance the adoption of energy-efficient technologies and expand the energy efficiency market. As part of this effort, the development of Energy Savings Insurance (ESI) has been identified as a critical strategy to build trust and mitigate risks in energy efficiency projects.

To support this initiative, a collaborative program titled “Creating Energy Efficiency Ecosystem through Multi-Stakeholders Partnership Approach in Indonesia” has been implemented by a consortium Ecoxyztem and Enertec, with support from the UK PACT Mentari Energy Efficiency program in cooperation with Direktorat Jenderal Energi Baru Terbarukan dan Konservasi (EBTKE) Indonesia. This program has culminated in the creation of Guidelines on ESI Development in Indonesia.

Objectives of the Guideline

The primary goal of this document is to make a guideline for the development of Energy Savings Insurance (ESI) in Indonesia, tailored to the Indonesia specific needs. It seeks to provide the foundational knowledge to establish a supportive ecosystem for ESI products. This involves critical steps such as strengthening the capabilities of ESCOs, standardizing contracts, and creating incentives that encourage the insurance industry to confidently issue ESI products.

Additionally, the document is designed to equip the insurance industry with a deeper understanding of energy efficiency projects in Indonesia. It addresses essential aspects such as business processes, potential savings, risk management, and mitigation strategies, ensuring that ESI products align with the unique nature of energy efficiency initiatives.
